According to the US Environmental Protection Agency's AQI, a public health emergency should be declared when air pollution exceeds 300. This guideline is also part of Kathmandu Valley's Air Pollution Management Action Plan. Surprisingly, Kathmandu's pollution levels surpassed this threshold in February, yet the government did not declare a 'public health emergency".
