Why is exchanging data across government agencies so challenging? Governments globally are prioritising better data exchange across agencies to improve public service delivery and meet the growing expectations of citizens. Integrated digital (public service) delivery (ISD) is an important but challenging goal for public administrations. ISD involves connecting previously separate public services into seamless service chains through shared interfaces and common systems, like identity management and centralised portals. Examples include combined regulatory functions or one-stop shops for citizens 'life events'. ISD often requires collaboration among diverse public organisations across various sectors and regions, forming loosely connected networks that work together to deliver integrated services. Inter-organisational collaboration is crucial for building the technical infrastructure, integrating back-office systems, and encouraging user adoption. However, this collaboration is difficult due to the diversity of participants, conflicting objectives, and the complexities of developing shared infrastructure. Public entities may be hesitant to compromise their autonomy in favour of shared goals, leading to challenges in achieving ISD. While a significant body of research focuses on collaboration in digital government, most studies emphasise information exchange and integration. Lessons from different jurisdictions highlights factors that either promote or hinder collaboration, include trust, shared goals, and the lack of funding. In the end, small actionable steps are required to drive the long-term goals of integrated service delivery through sustained inter-organisational collaboration. How can digital wallets help manage digital identities? The management of digital identities is a critical issue in the ongoing evolution of digital government services. The widespread use of public and private sector online services as well as via digital devices requires individuals to frequently share personal information. This has created demand for the use of digital identities. Unfortunately, a fragmented landscape has evolved where users must handle multiple usernames, passwords, and authentication methods. Despite being designed for security, digital identities are usually spread across multiple domains, each requiring unique access credentials. This fragmentation poses risks and challenges for users, who must manage various personas protected by different security measures. The more credentials users have to handle, the greater the risk of security breaches. The current digital identity landscape presents a challenging balance between convenience and security. There is consequently a growing need for innovative solutions that simplify identity management while strengthening defences against evolving digital threats. Digital wallets have emerged as a promising solution for managing digital identities efficiently. These applications allow users to store, manage, and deploy various digital assets, such as personal data, payment information, and credentials. Automation OR AI for government? ...when automation will do...for now Automation has become a well understood aspect in the journey to enhance productivity and customer experience for a long time. Efforts to 'automate' have varied widely and examples range from the first fully automated spinning mill driven by waterpower (1771), the automatic telephone switchboard (1892), to Henry Ford's automated car manufacturing (1913). In some ways, these examples overshadow and detract from the 'everyday' automation that has occurred within households and businesses for generations with little fanfare. The determination to automate has always existed to some extent and has been developed by individuals and organisations to expedite the achievement of important tasks. It is this practical 'everyday' focus on automation that should also be front of mind when we think about the myriad of opportunities from Artificial Intelligence (AI). Rather than allowing our imaginations to run away with utopian or dystopian future use cases for AI - we need to think about practical and achievable steps towards AI. Many of these everyday AI use cases will occur on the back of automation and we shouldn't lose sight of this. The Australian Government initiated a comprehensive review of the Australian Public Service (APS) in 2018 to ensure its readiness for future challenges. The key findings and recommendations for transforming are still relevant and useful for both the APS and as a reference for other governments. The report is particularly helpful for other countries considering or undertaking a review of their Public Service at a 'holistic level'. Many of the challenges identified will resonate as will the proposed steps to address these and the longer term aspiration.
