𝗖𝘂𝗯𝗮 𝗥𝗲𝗰𝗲𝗶𝘃𝗲𝘀 𝗧𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹 𝗔𝘀𝘀𝗶𝘀𝘁𝗮𝗻𝗰𝗲 𝘂𝗻𝗱𝗲𝗿 𝘁𝗵𝗲 𝗦𝗥𝗩𝗦𝗢𝗣 “𝗜𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗠𝗲𝘁𝗵𝗼𝗱𝗶𝗰𝗮𝗹 𝗨𝘀𝗲 𝗼𝗳 𝗘𝗖𝗖𝗔𝗜𝗥𝗦 𝗣𝗶𝗹𝗼𝘁 𝗣𝗿𝗼𝗷𝗲𝗰𝘁” 𝗙𝗿𝗼𝗺 𝗠𝗮𝗿𝗰𝗵 𝟯 𝘁𝗼 𝟭𝟰, 𝟮𝟬𝟮𝟱, #Cuba received valuable technical assistance under the #SRVSOP (𝗦𝗶𝘀𝘁𝗲𝗺𝗮 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗽𝗮𝗿𝗮 𝗹𝗮 𝗩𝗶𝗴𝗶𝗹𝗮𝗻𝗰𝗶𝗮 𝘆 𝗹𝗮 𝗦𝗲𝗴𝘂𝗿𝗶𝗱𝗮𝗱 𝗢𝗽𝗲𝗿𝗮𝗰𝗶𝗼𝗻𝗮𝗹) and the "𝗜𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗠𝗲𝘁𝗵𝗼𝗱𝗶𝗰𝗮𝗹 𝗨𝘀𝗲 𝗼𝗳 #𝗘𝗖𝗖𝗔𝗜𝗥𝗦 𝗣𝗶𝗹𝗼𝘁 𝗣𝗿𝗼𝗷𝗲𝗰𝘁." This initiative brought together key participants from Cuba’s Civil Aviation Authority (CAA), flight operators, air navigation services, and aerodrome operators for an advanced training program. The training focused on using Cuba-specific ECCAIRS views, engaging participants in improving data quality throughout the entire investigation process. The attendees also learned how to extract relevant data from ECCAIRS to prepare safety performance ratios, contributing to enhanced aviation safety. Furthermore, it was recommended the reviewing of the procedures of the investigation process to include ECCAIRS platform for supporting the safety management. In addition, a new solution was developed to help track and follow up on safety recommendations resulting from aviation occurrences, tailored to Cuba’s specific needs and requirements. A significant achievement of the mission was that Cuba successfully integrated 80% of its historical data into the ECCAIRS database, fulfilling one of the state's key objectives. Finally, SRVSOP experts presented innovative applications of artificial intelligence (AI) for ECCAIRS data analysis. They also provided cybersecurity recommendations for the ECCAIRS platform and introduced a dashboard model for monitoring safety indicators, which will be adopted by Cuba moving forward. 🌟 𝗗𝗮𝘆 𝟯 𝗛𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀 𝗳𝗿𝗼𝗺 𝗥𝗔𝗔𝗖/𝟭𝟴 🌟 𝗦𝗮𝗼 𝗣𝗮𝘂𝗹𝗼, 𝗕𝗿𝗮𝘇𝗶𝗹, 𝟮𝟲/𝟬𝟮/𝟮𝟬𝟮𝟱 The third day of the RAAC/18 was marked by insightful discussions on enhancing competitiveness in the regional aviation sector and a the closing ceremony. The panel on competitiveness explored various strategies to boost the aviation industry's growth and efficiency: 𝗟𝗶𝗯𝗲𝗿𝗮𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗔𝗶𝗿 𝗧𝗿𝗮𝗻𝘀𝗽𝗼𝗿𝘁: Experiences shared on reforms to eliminate barriers and enhance sector potential on SAM Region. 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗜𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗶𝗼𝗻: Proposals to treat regional flights as domestic, streamlining processes and reducing unnecessary controls. 𝗜𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲 𝗣𝗹𝗮𝗻𝗻𝗶𝗻𝗴: Emphasis on long-term airport infrastructure planning to support regional integration. 𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗼𝗿𝘆 𝗥𝗲𝗳𝗼𝗿𝗺𝘀: Simplification of operations and removal of barriers while maintaining essential controls. The closing ceremony was a fitting end to the event, with the Director of the SAM Office of ICAO, Fabio Rabbani, expressing gratitude for the valuable contributions and discussions. He emphasized the importance of empathy, trust, and collaboration among states, industry, and organizations to improve governance, resource management, and competitiveness in the region. The Secretary General of International Civil Aviation Organization, Juan Carlos Salazar, highlighted the significance of the SAM 2035 Regional Strategy as a comprehensive framework for the future of aviation in South America, aligned with ICAO's global strategic plan. He called for continuous collaboration to implement this strategy effectively. 🌟 𝗗𝗮𝘆 𝟮 𝗼𝗳 𝗥𝗔𝗔𝗖/𝟭𝟴: 𝗔 𝗗𝗮𝘆 𝗼𝗳 𝗜𝗻𝘀𝗶𝗴𝗵𝘁𝗳𝘂𝗹 𝗣𝗮𝗻𝗲𝗹𝘀 𝗮𝗻𝗱 𝗗𝗶𝘀𝗰𝘂𝘀𝘀𝗶𝗼𝗻𝘀! 🌟 Sao Paulo, 25/02/2025. The second day of RAAC/18 was filled with panels that covered a range of critical topics for the aviation industry. Here’s a brief overview: 𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻 𝗕𝗲𝘆𝗼𝗻𝗱 𝗧𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆: The panel discussed non-technological innovation in regional aviation, emphasizing the importance of unique, value-driven solutions and the need to embrace failure as part of the innovation process. 𝗛𝘂𝗺𝗮𝗻 𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲𝘀: Discussions highlighted common challenges such as competition with private sector salaries, retirement of experienced personnel, and the need for new technical skills. Various strategies were proposed to improve human resource management in aviation authorities. 𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗼𝗿𝘆 𝗘𝗳𝗳𝗶𝗰𝗶𝗲𝗻𝗰𝘆: With the projection of over 1,000 million passengers by 2035, the panel stressed the need for greater regulatory efficiency and regional collaboration. The benefits of regulatory harmonization were also discussed. 𝗘𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁𝗮𝗹 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗶𝗹𝗶𝘁𝘆: The panel addressed the challenges and opportunities for aviation decarbonization and the development of sustainable aviation fuels (SAF). 🛫 𝗦𝗮𝗼 𝗣𝗮𝘂𝗹𝗼, 𝗕𝗿𝗮𝘇𝗶𝗹 – 𝗙𝗲𝗯 𝟮𝟰, 𝟮𝟬𝟮𝟱 – With the participation of 𝗮𝗿𝗼𝘂𝗻𝗱 𝟭𝟰𝟬 𝗿𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝘃𝗲𝘀 from the aviation sector, including the majority of 𝗦𝗼𝘂𝘁𝗵 𝗔𝗺𝗲𝗿𝗶𝗰𝗮'𝘀 𝗖𝗶𝘃𝗶𝗹 𝗔𝘃𝗶𝗮𝘁𝗶𝗼𝗻 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿𝘀, the 𝗜𝗖𝗔𝗢 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝘆 𝗚𝗲𝗻𝗲𝗿𝗮𝗹, the ICAO Regional Director for NACC and key organizations such as the 𝗖𝗟𝗔𝗖, 𝗘𝗔𝗦𝗔, 𝗙𝗔𝗔, 𝗙𝗿𝗮𝗻𝗰𝗲 𝗗𝗚𝗔𝗖, 𝗧𝗿𝗮𝗻𝘀𝗽𝗼𝗿𝘁 𝗖𝗮𝗻𝗮𝗱𝗮, 𝗨𝗞 𝗖𝗔𝗔, as well as industry associations (𝗖𝗔𝗡𝗦𝗢, 𝗜𝗙𝗔𝗟𝗣𝗔, 𝗜𝗔𝗧𝗔, 𝗔𝗟𝗧𝗔, 𝗔𝗖𝗜-𝗟𝗔𝗖, 𝗜𝗕𝗔𝗖) and leading aircraft manufacturers (𝗕𝗼𝗲𝗶𝗻𝗴, 𝗔𝗶𝗿𝗯𝘂𝘀, 𝗘𝗺𝗯𝗿𝗮𝗲𝗿), the 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 𝗼𝗳 𝗦𝗼𝘂𝘁𝗵 𝗔𝗺𝗲𝗿𝗶𝗰𝗮𝗻 𝗖𝗶𝘃𝗶𝗹 𝗔𝘃𝗶𝗮𝘁𝗶𝗼𝗻 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿𝘀 (𝗥𝗔𝗔𝗖/𝟭𝟴) officially began. This innovative format combines a five-week virtual phase with three days of in-person meetings, facilitating exchange between States, industry, and multilateral organizations, with more than 10 bilateral meetings held on the first day. ANAC Brazil and DECEA highlighted the Regional Strategy as a tool to harmonize regulations and strengthen safety. The ICAO Secretary General presented the Organization's Strategic Plan, while Fabio Rabbani, Regional Director for South America, quoted Saint-Exupéry: "The future is not a place we are going to, but a place we are creating." The meeting is shaping up as a key space to define strategies toward safer and more sustainable aviation in South America. 𝗕𝗼𝗹𝗶𝘃𝗶𝗮 𝗮𝗻𝗱 𝗣𝗮𝗿𝗮𝗴𝘂𝗮𝘆 𝗷𝗼𝗶𝗻 𝘁𝗵𝗲 𝗔𝗖𝗧-𝗦𝗔𝗙 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝘁𝗼 𝗽𝗿𝗼𝗺𝗼𝘁𝗲 𝘀𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗹𝗲 𝗮𝘃𝗶𝗮𝘁𝗶𝗼𝗻 Bolivia and Paraguay have taken an important step towards aviation sustainability by joining the ACT-SAF Program in the framework of the Eighteenth Meeting of Directors General of Civil Aviation of the ICAO South American Region (RAAC/18). This decision reflects the commitment of both States to reducing carbon emissions and promoting greener practices in the aviation sector. Bolivia and Paraguay, by joining this initiative, reaffirm their dedication to the protection of the environment and the reduction of CO2 emissions from international civil aviation. Bolivia and Paraguay are committed to addressing aviation's environmental challenges and share the vision of a world where aviation and sustainability coexist harmoniously. 𝗪𝗵𝗮𝘁 𝗶𝘀 𝘁𝗵𝗲 𝗔𝗖𝗧-𝗦𝗔𝗙 𝗣𝗿𝗼𝗴𝗿𝗮𝗺? It is an ICAO initiative for Sustainable Aviation Fuel Assistance, Capacity Building and Instruction (ACT-SAF) of the International Civil Aviation Organization (ICAO). 𝗕𝗲𝗻𝗲𝗳𝗶𝘁𝘀 𝗳𝗼𝗿 𝗕𝗼𝗹𝗶𝘃𝗶𝗮 𝗮𝗻𝗱 𝗣𝗮𝗿𝗮𝗴𝘂𝗮𝘆 The ACT-SAF program will allow the aforementioned States to access valuable resources, specialized training and opportunities for collaboration with other States and stakeholders to drive innovation and the implementation of clean technologies that will transform aviation into a greener and more efficient sector. Joining the ACT-SAF Program offers Bolivia and Paraguay a number of benefits, including: 𝗔𝗰𝗰𝗲𝘀𝘀 𝘁𝗼 𝗸𝗻𝗼𝘄𝗹𝗲𝗱𝗴𝗲 𝗮𝗻𝗱 𝘁𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆: The program facilitates the exchange of knowledge and best practices on the production, distribution, and use of SAF. 𝗧𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹 𝗮𝗻𝗱 𝗳𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹 𝘀𝘂𝗽𝗽𝗼𝗿𝘁: ICAO and other international agencies provide technical and financial assistance for the development of SAF projects in member countries. 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗶𝗻𝗴 𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗰𝗮𝗽𝗮𝗰𝗶𝘁𝘆: The program contributes to strengthening Paraguay's technical and regulatory capacity in sustainable aviation. 𝗖𝗼𝗻𝘁𝗿𝗶𝗯𝘂𝘁𝗶𝗼𝗻 𝘁𝗼 𝘀𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗶𝗹𝗶𝘁𝘆 𝗴𝗼𝗮𝗹𝘀: Adherence to the program allows Paraguay to advance in meeting its international commitments on climate change and sustainable development. 🌍✈️ 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗶𝗻𝗴 𝗦𝗼𝘂𝘁𝗵 𝗔𝗺𝗲𝗿𝗶𝗰𝗮𝗻 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗔𝘃𝗶𝗮𝘁𝗶𝗼𝗻 𝗧𝗼𝗴𝗲𝘁𝗵𝗲𝗿! During a series of high-level meetings on the sidelines of #𝗚𝗜𝗦𝗦 𝟮𝟬𝟮𝟱 with key aviation authorities of the 𝗦𝗔𝗠 𝗥𝗲𝗴𝗶𝗼𝗻, we recognized the unwavering commitment of States and their authorities to advancing civil aviation, enhancing safety, and promoting sustainability. Each conversation highlighted unique challenges and the shared determination to build a stronger, more resilient aviation sector. 𝗘𝗰𝘂𝗮𝗱𝗼𝗿 We were pleased to engage with Ecuadorian authorities to discuss significant advancements in aviation safety, notably the DGCA’s progress in regulatory compliance. We acknowledged their dedication to addressing institutional and technical priorities, including legal frameworks, regulatory updates, human talent management, and operational improvements. 𝗜𝗖𝗔𝗢 𝗿𝗲𝗮𝗳𝗳𝗶𝗿𝗺𝘀 𝗶𝘁𝘀 𝗰𝗼𝗻𝘁𝗶𝗻𝘂𝗲𝗱 𝘀𝘂𝗽𝗽𝗼𝗿𝘁 𝗳𝗼𝗿 𝗘𝗰𝘂𝗮𝗱𝗼𝗿 in its ongoing efforts to strengthen aviation safety. 𝗚𝘂𝘆𝗮𝗻𝗮 Guyana is taking bold steps towards sustainability through its 𝗟𝗼𝘄 𝗖𝗮𝗿𝗯𝗼𝗻 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝘆 𝟮𝟬𝟯𝟬, aiming to maintain 𝗻𝗲𝘁-𝘇𝗲𝗿𝗼 𝗲𝗺𝗶𝘀𝘀𝗶𝗼𝗻𝘀 𝗯𝘆 𝟮𝟬𝟱𝟬. Discussions on new air transport operations and solar energy expansion reflect Guyana’s forward-thinking approach. We commend their commitment to ICAO audits, strengthening compliance, and advancing regional treaty ratifications. 𝗕𝗿𝗮𝘇𝗶𝗹 Brazil remains a cornerstone of 𝗖𝗔𝗔 𝗴𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲, collaborating with ICAO on the 𝗧𝗿𝗮𝗻𝘀𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗢𝗯𝗷𝗲𝗰𝘁𝗶𝘃𝗲 and promoting multilingual inclusivity by translating ICAO documents into Portuguese. The upcoming 𝗦𝗔𝗠 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 in São Paulo will highlight ICAO’s new 𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗣𝗹𝗮𝗻 and foster institutional improvements across the Region. We deeply appreciate Brazil’s steadfast commitment to global aviation safety, security, and sustainability. 𝗦𝘂𝗿𝗶𝗻𝗮𝗺𝗲 Suriname is advancing its civil aviation agenda, taking key steps toward the ratification of essential air treaties. The Implementation Support Project, driven by the collaboration between the 𝗦𝗔𝗠 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗢𝗳𝗳𝗶𝗰𝗲 and 𝗜𝗖𝗔𝗢 𝗛𝗲𝗮𝗱𝗾𝘂𝗮𝗿𝘁𝗲𝗿𝘀 𝗕𝘂𝗿𝗲𝗮𝘂𝘀, has yielded crucial inputs for financial support from the 𝗜𝗻𝘁𝗲𝗿-𝗔𝗺𝗲𝗿𝗶𝗰𝗮𝗻 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗕𝗮𝗻𝗸. We value the strong engagement of Suriname’s highest authorities in promoting its civil aviation system. Across all these meetings, the dedication of States to fostering 𝘀𝗮𝗳𝗲𝗿, 𝗺𝗼𝗿𝗲 𝘀𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗹𝗲, 𝗮𝗻𝗱 𝗲𝗳𝗳𝗶𝗰𝗶𝗲𝗻𝘁 𝗮𝗶𝗿 𝘁𝗿𝗮𝗻𝘀𝗽𝗼𝗿𝘁 was unmistakable. The meeting was attended by experts from Panamanian aviation authorities and other key players in the sector to discuss the implementation of SAF, with the aim of reducing carbon emissions and promoting sustainability in the aviation industry. The event was headed by Mr. Alejandro Salas, Director of Air Transport of the Civil Aviation Authority of Panama and was attended in person by delegates from: - Civil Aeronautics Authority of Panama - Ministry of Environment of Panama - DHL Aero Expresso - Uniworld Airlines - Air Panama - IATA – Panama - ACI-LAC - Tocumen International Airport S.A. The event was also attended in person by Mr. Arturo Barreira, President of Airbus in Latin America, and Mr. Guillaume Gressin, Vice President of International Strategy and Commercial Operations for Airbus Latin America and the Caribbean. Mr. Gressin shared #AIRBUS´s perspectives on the development of #SAF in the #SAM region. Discussions addressed topics such as SAF certification, regulatory frameworks, safety considerations, and the next steps for SAF development in Latin America. The Director of #ICAO's South American Regional Office, Mr. Fabio Rabbani, participated virtually, as well as delegates from #IATA and #ALTA. The ICAO Secretariat, AIRBUS and IATA provided valuable insights on SAF integration, certification processes and operational considerations, through keynote presentations. This meeting is aligned with ICAO's recently launched 𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗣𝗹𝗮𝗻 𝟮𝟬𝟮𝟲-𝟮𝟬𝟱𝟬, under the slogan "Safe Skies, Sustainable Future". The plan sets ambitious goals, including reaching 𝗻𝗲𝘁-𝘇𝗲𝗿𝗼 𝗰𝗮𝗿𝗯𝗼𝗻 𝗲𝗺𝗶𝘀𝘀𝗶𝗼𝗻𝘀 𝗯𝘆 𝟮𝟬𝟱𝟬 and promoting 𝗶𝗻𝗰𝗹𝘂𝘀𝗶𝘃𝗲, 𝗮𝗰𝗰𝗲𝘀𝘀𝗶𝗯𝗹𝗲 𝗮𝗻𝗱 𝘀𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗹𝗲 aviation globally. ¡𝗙𝗼𝗿𝗺𝗮𝗰𝗶𝗼𝗻 𝗱𝗲 𝗜𝗻𝘀𝘁𝗿𝘂𝗰𝘁𝗼𝗿𝗲𝘀 𝗱𝗲 𝗔𝘃𝗶𝗮𝗰𝗶𝗼𝗻 𝗱𝗲 𝗣𝗿𝗶𝗺𝗲𝗿 𝗡𝗶𝘃𝗲𝗹 𝗲𝗻 𝗹𝗮 𝗢𝗳𝗶𝗰𝗶𝗻𝗮 𝗦𝘂𝗱𝗮𝗺𝗲𝗿𝗶𝗰𝗮𝗻𝗮 𝗱𝗲 𝗹𝗮 𝗢𝗔𝗖𝗜! Del 3 al 7 de febrero, la Oficina Sudamericana de la OACI fue sede del prestigioso “Curso Formación de Instructores” del Global Aviation Training (GAT) de la OACI. El instructor Miguel Muñoz, experto en la materia, lideró esta capacitación intensiva que reunió a 11 profesionales de la aviación: Nueve participantes colaboradores de CORPAC y dos colegas de la Oficina Regional SAM. 🏫¿Qué aprendieron las personas participantes? Durante esta semana, los participantes adquirieron conocimientos y habilidades de vanguardia en áreas clave como: a) Metodologías de enseñanza innovadoras: Aprendieron a diseñar y ejecutar sesiones de capacitación efectivas y atractivas, adaptadas a las necesidades de los estudiantes de aviación. b) Técnicas de evaluación del aprendizaje: Exploraron diversas herramientas y estrategias para medir el progreso de los estudiantes y asegurar la adquisición de competencias esenciales. c) Gestión del aula y comunicación efectiva: Desarrollaron habilidades para crear un ambiente de aprendizaje positivo, fomentar la participación y transmitir información de manera clara y concisa. d) Normativa y estándares de la OACI: Se familiarizaron con las últimas regulaciones y recomendaciones de la OACI en materia de instrucción de aviación, garantizando la calidad y seguridad de la formación. ¿Por qué es importante esta formación?
