🌏 OCTOBER 16 IS WORLD HUNGER DAY Uphold people’s food sovereignty! Defend peasants’ rights! Agbiag dagiti mannalon ken gardinero iti Kordiliera! Long live the farmers and gardeners of the Cordillera! We join the world in exposing the worsening food crises and in promoting the rights and welfare of rural and indigenous communities! Awan ti makan iti lamisaan no awan dagiti mannalon ken gardinero. Aside from the already grim conditions in agricultural production caused by neoliberal policies, farmers and gardeners in the Cordillera also face consistent threats to their ancestral lands with numerous proposed renewable energy and large-scale mining projects. Farmlands, pasturelands, rivers, gardens, among others, will be destroyed should all those projects be approved. We have already seen the horrors of large-scale mining operations and large dam constructions in the province of Benguet- unproductive soil, lack of water source, displacement, all leading to food insecurity. The potential for a productive agricultural landscape was violently and historically stunted. The companies involved continue to rake in profits, while the communities affected scour the land for what’s left of their resources. The onslaught of El Niño, typhoons, and monsoon rains have further entrenched our food producers into a dire situation. Recorded agricultural damages are high, and these should sound the alarm for serious, not palliative, support to mitigation and adaptation plans grounded on genuine agrarian reform and actual peasant (and even indigenous) positive practices. These should be priority, not development aggression projects forwarded by local and foreign corporations. Where will we get food if there is no more land for us to till and nurture? A basic question, but a question that keeps our peasants at the forefront of our struggle for ancestral lands, self-determination, and of course, food sovereignty. #IPMonth2024 #WorldHungerDay #DefendCordilleraPH

⁉ "ENHANCED" FPIC Guidelines? It’s IPRA Commemoration Month, but we have no updates on the proposed revisions of the Free, Prior and Informed Consent guidelines. In June 2024, the Cordillera Peoples Alliance signed a unity statement initiated by Indigenous Peoples Rights International (IPRI) that outlined a general critique on the proposed “enhancements” of the existing FPIC guidelines. The statement also called out NCIP’s attempts to fast-track the process and the obvious lack of genuine and extensive consultations. The proposed revisions, packaged as “enhancements”, will endanger indigenous communities in favor of large corporations with vested interests in our ancestral territories. For instance, the exemption of large-scale economic activities, including mining exploration, from FPIC requirements, will undoubtedly encourage companies to use this to their advantage. This will only formalize what has already been happening with the Mines and Geosciences Bureau, notorious for issuing mining permits even without the FPIC such as the case of Crescent Mining, Philex Corporation, and Cordillera Exploration Corporation, Inc. (CEXCI). There is more to be unpacked from the proposed revisions, but our central concern is clearly the scarcity of information and consultation. Only one stakeholders consultation is recorded, and if there were more, why is it not widely circulated? Will the NCIP just suddenly announce the implementation of the new guidelines and catch indigenous communities dumbfounded? NCIP still needs to address the numerous cases of FPIC violations across the country and hold its officials accountable for their involvement and complicity. NO TO POLITICAL DYNASTIES AND INDIGENOUS PEOPLES MISREPRESENTATION! In the Cordillera region, political dynasties and warlords take over the electoral system. The lists presented from the 2025 elections candidacy filing show familiar names- families turning over positions to each other, basically implying a no-elections in provinces of the Cordillera such as Abra and Apayao. In Baguio City, the Go’s are under fire for seemingly trying to establish another political dynasty- Sol Go running for Congressman, and Mark Go for Mayor. The same case applies to the entire country. Political dynasties continue to dominate electoral candidacy across the islands, while issues of graft and corruption are ignored or left unattended. Politicians sometimes revive these issues during elections season, but only to hit their rivals. We see this in the recent crack between the Marcos and Duterte camps, further reflected in the alignment of political dynasties and their electoral machines. The promises of the Marcos-Duterte Uniteam already fell apart at the expense of marginalized sectors, who are still left with empty pockets and stomachs. The 2025 Midterm Elections will serve as a time to demand accountability and justice, and stop the rule of political dynasties that only reflect their self-interest for power and profit. As part of political dynasties setting their electoral playing fields, we also see bogus partylists and senatoriables claiming fake representations of marginalized sectors. The Epanaw Sambayanan Partylist claims to represent Indigenous Peoples but their nominees show otherwise. Marlon Bosantog: NTF-ELCAC spokes, serial redtagger, a disgraced former NCIP official and declared Persona-Non-Grata in Apayao for his involvement in the Gened Dams FPIC violations; Lorraine Badoy and Jeffrey “ka Eric” Celiz: also NTF-ELCAC parrots, serial redtaggers and fake news peddlers. Allen Capuyan, another disgraced former NCIP official and NTF-ELCAC executive, is also running for senator. Epanaw Sambayanan Partylist and Capuyan are just insults to Indigenous Peoples who face state-perpetrated attacks for opposing destructive and instrusive renewable energy and large-scale mining projects. Epanaw Sambayanan and Capuyan should be disqualified, condemned, and exposed for misrepresenting Indigenous peoples and for serving as an extension of NTF-ELCAC. They should all be held accountable for their crimes against the people. We call on the Cordillera peoples to oppose political dynasties and Indigenous Peoples misrepresentation. Let us support the passage of genuine and critical anti-political dynasty laws. Let us use the 2025 Midterm Elections as an opportunity to call out these systematic flaws in the electoral system, drumbeat the peoples’ agenda for rights and welfare, and advance national democracy and liberation. SURFACE JAMES BALAO! SURFACE ALL DESAPARECIDOS! Today marks the 16th year of CPA Pioneer James Balao’s disappearance. On September 17, 2008, James was abducted by armed men in La Trinidad, Benguet. James has not been found since then. “James is the eldest of our four children and was born on April 10, 1961. For James, his service to the people has always come first. But regardless of his status, he has always been a family man. His desire to serve extended as well to his clan and James has always been a pillar upholding our family. In 1981, James, graduated with a Bachelor of Science in Psychology from the University of the Philippines (UP) Baguio. In college, he was the Editor-in-Chief of Outcrop, the UP Baguio campus newspaper. After graduation he worked as a research staff for the Cordillera Studies Group (CSG), based in Easter School (1981-1984), then as a staff of Pons Benagen, a member of the 1986 Constitutional Commission. James was especially involved in the drafting of the provisions on indigenous peoples rights in the 1986 Constitution. James was one of the founding members of the Cordillera Peoples Alliance (CPA) in June of 1984. Prior to that, James had been working as a research staff of the Cordillera Resource Center (CRC). An expert in research, James subsequently worked as member of the CPA’s Research and Education Commission as a researcher and trainer until 1993. Between 1994 and 1997 he was based in Ifugao, first with the Ifugao Research and Development Center and later with the Ifugao Leaders Forum. He has frequently extended his research and training skills to CPA member organizations in other provinces. James has significantly contributed to the CPA’s research in particular on the issues of tribal war, agricultural liberalization and ancestral land.” - From the letter sent by the Balao Family to the Commission on Human Rights, dated September 22, 2008. We continue to call for James’ surfacing. We continue to call for justice and accountability. It is also with rage and a heavy heart that we call for the surfacing of our fellow Cordillerans abducted last year, 2023, by the names of Dexter Capuyan and Bazoo De Jesus. PRESS RELEASE: 4 Cordillera Activists face trial challenging the constitutionality of the Anti-Terrorism Act of 2020 On September 16, 2024, four Cordillera activists arbitrarily designated as terrorists under the Anti-Terrorism Act (ATA) of 2020 will take the witness stand, thus beginning a historical marathon of hearings on their landmark petition challenging the constitutionality of the ATA. Their case will still be heard under the Baguio regional trial court since the petition was filed before the release of the Supreme Court procedural rules on the ATA. A solidarity mobilization in the morning will be present at the Baguio Justice Hall to send-off the 4 activists to their hearing. A forum on human rights and anti-terrorism laws headlined by Makabayan senatoriable Teddy Casiño and National Union of Peoples’ Lawyers (NUPL) rep Atty. Josa Deinla will follow in the afternoon at the University of the Cordilleras auditorium. “It has been more than a year since the terrorist designation of our leaders and the freezing of bank accounts. It has also been more than a year of suffering its unjust injuries not only to the victims and their families, but to the communities that the CPA is servicing,” said Cordillera Peoples Alliance (CPA) spokes Ned Tuguinay. The designation and the freezing affected the work of the alliance when it comes to disaster response, campaigns and advocacy programs for community organizations, staff support, among others. Security concerns and fundraising challenges were the primary problems that needed extra attention. Despite these, CPA continues to operate with mass movement support from its community organizations, friends, allies, and other supporters. Since the designation and the freezing, CPA received widespread solidarity both locally and abroad. Six United Nations (UN) Rapporteurs expressed their concern via a communique to the Philippine government, while hundreds of organizations and individuals circulated support and sign-on statements. “With this support, we intend to prove that the work provided by these activists are not acts of terrorism. We also hope that the recent dismissal of terror charges against other activists will influence the outcomes of this court battle,” Tuguinay added. In the country, 34 terrorism charges against activists were dismissed recently by a trial court in Malolos, Bulacan, a positive follow-up to the dismissal of similar charges against 4 Southern Tagalog activists last November 2023. These instances, however, do nothing to appease the rising record of human rights violations under the Marcos Jr. government. TODAY IN HISTORY: THE 1986 MT DATA SIPAT BETWEEN CORY AQUINO AND THE CPLA Below is an excerpt from CPA’s previous statements on the truth behind the erroneously celebrated Sipat: “Many of the Cordillera people may not even know and understand the 1986 Mt Data Sipat between Cory Aquino and the CPLA. It did not create the regionalization of the Cordillera. The regionalization was merely formalized by Cory Aquino through Executive Order 220 in 1987, but the movement for “Regionalization” of the Cordillera was already a broad popular work in progress led by the Cordillera Peoples Alliance. When CPLA emerged in 1986, it co-opted this political initiative with government support, then changed its tune of “Cordillera nation” to ride on the popular clamor for Regionalization and Regional Autonomy. There is no basis to declare September 13 as holiday because the 1986 Mt Data Sipat does not deserve to be commemorated. In fact, it must be condemned. The so-called Mount Data Sipat has long been exposed as a sham and totally unacceptable, as only binodngan tribes engage in sipat. It emboldened and somehow justified the CPLA in its terrorism against the progressive people’s movement. The 1986 Mount Data Sipat led to the bloody human rights record and terrorism of the CPLA. CPLA terrorism on the people’s movement in the Cordillera is marked by the murder of Cordillera Peoples Alliance officers Ama Daniel Ngayaan and Romy Gardo in 1987; Robert Estimada and Ferdinand Bragas in 1988; Ayangwa Claver, son of Atty. William “Billy” Claver who was the founding Chairperson of the CPA, in 1990; and Christopher Batan in 1993. There were many other victims in interior villages. CPLA terrorism targeted progressive Cordillera leaders and activists as well as organizations that criticized narrow indigenist CPLA politics and the opportunism of its leaders. In 1987, a Movement to Disband and Disarm the CPLA and other Vigilante Groups in the Cordillera called for the disbanding and disarming of the CPLA. The Movement was formed by various peoples’ organizations, including the CPA. In 1988, the annual Cordillera Day led by the Cordillera Peoples Alliance conducted a Peoples Tribunal on the CPLA, which declared the CPLA guilty of crimes and atrocities of the CPLA against the people. The call to disband the CPLA continued for decades. Despite these, there was only silence and inaction from the government on the CPLA murders of CPA leaders, the terrorism it unleashed on the progressive Cordillera people’s movement, and peoples’ cry for the disbandment of the CPLA. For the people’s movement, no amount of revisionism can alter the history of CPLA with its notorious human rights record and terrorism.” Stop historical revisionism!
