Balancing care responsibilities with career opportunities continues to be a challenge for Filipino working women. IW-supported research on the role of women in Philippine workspaces showed that 74% of C-suite respondents believe that women are more likely than men to be held back by care responsibilities in pursuing promotion opportunities. These findings remain present in PBCWE (Philippine Business Coalition for Women Empowerment)'s recent Census on Women in Executive Leadership Teams, which identified care work as a factor that impacts women’s career mobility. CEO respondents shared instances of women employees declining promotions due to concerns the twin demands of career and care roles could significantly impact their mental and physical health. On International Day of Care and Support and on all days, we call on companies to strengthen workplace policies such as parental leave and flexible work arrangements that enable all their employees to equally take on care responsibilities in their homes. On September 30, PBCWE, in partnership with European Chamber of Commerce of the Philippines delivered a capacity-building training on 'Inclusive Leadership' as part of the growing training modules offered to PBCWE member companies. Small steps forward, but still a long way to go—while over half of small Philippine PLCs (Publicly Listed Companies) now express support for WGE, policies and concrete gender targets remain scarce. Progress is noticeable, with 53% of small companies showing support in 2022, up from 39% in 2020. However, the absence of specific gender targets across small and medium-sized companies reveals that support alone is not enough. In the realm of larger companies, explicit gender targets are still a rarity, appearing in just 2% of cases. Most continue to offer statements of support rather than actionable goals. It is time to move beyond declarations and into decisive action—because true empowerment means setting, and meeting, clear targets for change.
