About us
National Disaster Risk Management Fund (NDRMF) is a government-owned not-for-profit institution registered with the Securities & Exchange Commission of Pakistan under Section 42 of the Companies Ordinance 1984 and is established with a corporate structure aimed to provide funding through grants of up to 70% for a range of structural and non-structural interventions to be carried out by Non-Public and Public Sector Entities. The Fund is responsible for awarding, managing, and guiding investments that shall reduce risk and vulnerabilities that are associated with climatic change and natural hazards with focus on primary or critical level disaster planning, preparedness, pre-disaster mitigation, and early warning systems, except y post-disaster activities. It is in line with the existing policies and strategies of the Government of Pakistan to address disasters, including Disaster Risk Reduction Policy (2013), Climate Change Policy (2013), GOP Vision 2025, National Disaster Management Plan 2013-2022 (NDMP), National Flood Protection Plan IV (NFPP-IV) (2016-2025), Sendai Framework for Disaster Risk Reduction, 2015-2030 as well as contributing to Sustainable Development Goals (SDGs), UN Sendai Framework and the Paris Agreement on Climate Change.

✅Accreditation Award Ceremony by NDRMF 30th October, 2024 Address by Minister for Planning, Development, and Reform, Prof. Ahsan Iqbal Chaudhary reaffirmed government’s unwavering commitment to addressing #climatechange and natural disasters. He commended NDRMF’s efforts, congratulated all accredited partners passed through rigorous process of qualification and hoped that NDRMF and its partners join hands for resource mobilization on every level, planning and innovation to find new ways and smart resources to face these challenges in Pakistan and will make Pakistan a strong resilient adaptable country to meet future disasters so we can continue our economic journey without much setbacks. Prof. Iqbal noted that despite Pakistan’s contribution of less than 1% to global carbon emissions, it ranks among countries most impacted by climate-induced disasters.He praised effective strategies of Pakistan’s federal and provincial govts, which played crucial role in containing spread of diseases and protecting lives following recent floods. Highlighted the contributions of #federalministries, #provincialauthorities, #disastermanagementagencies, and #internationalorganizations that have been instrumental in building #climateresilience in #Pakistan. Emphasizing the importance of preparedness, he stated that while natural disasters cannot be entirely prevented, their impacts can be significantly mitigated through #robustplanning and #resilientstrategies. Expressing concern over the limited financial support from the global community, Prof. Iqbal pointed out that only $70 million of the pledged $70 billion global fund for climate-affected countries has been released. This shortfall in funding poses challenges for Pakistan and other vulnerable nations to secure essential resources for #climateadaptation and resilience. The Minister outlined Pakistan’s comprehensive DRM Plan, which forms part of a broader economic strategy based on the "Five Es." Reflecting on the progress of countries like India, Bangladesh, Malaysia, and South Korea, Prof. Iqbal highlighted the importance of #politicalstability, policy continuity, commitment, and reforms as essential factors for national growth and resilience. ✅Accreditation Ceremony 30th October, 2024 ✅ Overview of accreditation cycle 2024 and Reflections on #Accreditation Cycle 2024 and way forward was presented by Ms. Sadaf Tahir Deputy Manager, Projects NDRMF ✔NDRMF works with both #public and #nonpublicsectors. For the non-public sector, the accreditation proforma is quite extensive, with 173 sub-criteria forming its basis. Reviewing the documentation of 47 applicants against these 173 sub-criteria demonstrates the depth and detail required in the process. ✔NDRMF ensures that the organizations accredited maintain transparency and accountability. Additionally, organizations that have become part of this network have improved their systems over time. Accreditation process not only helps build capacity but also streamlines their operations. In 2023, NDRMF decided to reassess its processes and revamp accreditation system. ✔By 2024, NDRMF successfully launched a systematic accreditation platform. ✔This updated cycle has allowed to fine-tune and enhance NDRMF's system. NDRMF will open the accreditation cycle every year, with the validity period now set at three years for each accredited organization. ✔NDRMF is also developing #capacitybuilding opportunities, which will be launched soon. The new system is structured around 07 milestones and 14 steps. It now includes additional criteria such as social and #environmentalsafeguards, project management, #DisasterRiskReduction (DRR), all newly integrated into the process. ✔A key focus of NDRMF effort is on improving #riskmitigation plans in collaboration with all participating organizations. For the first time at NDRMF, we have incorporated reflections on our accreditation process, and we plan to continue this practice. We’ve also introduced a provision for reconsideration—if an organization provides a solid justification, we may review their request for accreditation. ✔We aim to improve our accreditation process further, and this is our way forward. I would like to share that we are working on a portfolio of #projects worth 57.84 billion, providing capacity building and support for organizations whose concept notes are shortlisted. ✅Accreditation Ceremony 30th October, 2024 ✅Following 2018 launch, NDRMF introduced an accreditation process for selecting #nonpublicsector organizations. ✅Panel Discussion -Experience of Accredited FIPs moderated by Ms Shamsa Yousaf, NDRMF ✔NDRMF held panel discussion with Non Public Sector FIPs accredited 2018 and completed projects. Mr Dr Asif Iqbal Awan, Country Director Muslim Aid Pakistan (MAP) we have constructed 31 #floodprotectionbunds,10 #waterreservoirs and small dams. I am pleased to say that we have built strong relationships and gained acceptance at all levels in #Balochistan, making this collaboration with NDRMF a very positive experience. 2. Mr. Asif Sherazi, Country Director Islamic Relief Pakistan, (IRP) Our collaboration focused on #floodprotectionwalls, #retrofitting, #irrigationchannels, and #communitybasedDRR training.First project in Balochistan with NDRMF had a significant impact. Through the intervention of protection walls, 27 villages were safeguarded from the 2022 flood.These communities experienced improved food security/livelihoods.The stored #floodwater,that initially posed threat,ultimately became a resource, benefiting agriculture/daily needs.one notable achievement being the construction of a 1.5 km-long flood protection wall 3. Mr Irshad Abbasi, Program Advisor Rural Development, Civil Society and Habitat, Aga Khan Foundation We worked across 7 districts in Gilgit-Baltistan, covering 32 union councils and 89 highly vulnerable villages. Formation of community committees, constructed 27,000 running feet of roads, retrofitted schools,helped introduce #earlywarningsystems to enhance disaster preparedness. Initially approval process was complex, with challenges like creating project digests, meeting a 12% Economic Internal Rate of Return (EIR), resolving land entitlement issues, and securing government NOCs. Over time, support processes improved, streamlining procedures for implementing partners. 4. Ms. Nusrat Nasab, CEO Aga Khan Agency for Habitat Pakistan (AKAHP) Uniqueness of partnership lies in focus on mountain safety. We covered3 districts in Khyber Pakhtunkhwa (KP) and 6districts in Gilgit. Aimed for climate resilience,incorporating schools retrofitting, a blend of community and engineering services. The soft component involved community training.
