Ah, one of my favorites -- "Please let me know when we are 5 (or 10) hours within our scoped hourly budget; we cannot go over our budget and need to plan accordingly. If you feel there are projects that will exceed our budget, please notify me immediately, so we can plan to either break it apart over a series of months, re-evaluate the project entirely, or pursue a different path." You are paying for a service: tell them to play within the lines accordingly and if they cannot, hold them accountable. Question the invoice and ask them how they allowed the budget to surpass scope without proper conversation.
