✔️ 𝐁𝐮𝐜𝐡𝐚𝐫𝐞𝐬𝐭 𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭𝐢𝐚𝐥 𝐦𝐚𝐫𝐤𝐞𝐭 remains under the same challenges: while the city represents Romania’s economic star, with a medium net wage 25% higher than national level and a constant robust demand for new residential units, urban blockage persists combined with the traffic commission within the General City Hall, making difficult for developers to even finalize ongoing projects. This complex situation has two major implications: one is the pressure on both selling prices and rents and the second one is the shift of investors towards the outskirts of the city. ✔️ The urban zoning issue remains unchanged, while the new expected General Urban Plan (PUG) is much delayed. As the works on the A0 (the new, modern city’s ring road) are completed, we expect to see important investments announced in Ilfov, but, unfortunately, without a correlation of public transportation means, traffic will be major impacted. 🎤 Ionuţ Negoiţă, Founder & CEO, HILS Development: “In 𝟐𝟎𝟐𝟓, we aim to focus more on community development, providing sustainable and energy-efficient residential projects. 𝑩𝒖𝒄𝒉𝒂𝒓𝒆𝒔𝒕 𝒐𝒇𝒇𝒊𝒄𝒆 𝒎𝒂𝒓𝒌𝒆𝒕 𝒖𝒏𝒅𝒆𝒓 𝒔𝒉𝒐𝒓𝒕𝒂𝒈𝒆 𝒐𝒇 𝒏𝒆𝒘 𝒔𝒖𝒑𝒑𝒍𝒚, 𝒄𝒐𝒏𝒔𝒕𝒓𝒖𝒄𝒕𝒊𝒐𝒏 𝒄𝒐𝒔𝒕𝒔 𝒊𝒏𝒄𝒓𝒆𝒂𝒔𝒆 & 𝒓𝒆𝒕𝒖𝒓𝒏𝒊𝒏𝒈 𝒕𝒐 𝒕𝒉𝒆 𝒐𝒇𝒇𝒊𝒄𝒆 𝒎𝒂𝒏𝒅𝒂𝒕𝒆𝒔 ✔️ With a mere 230,000 sqm total potential pipeline of office projects until 2028, out of which only 105,000 sq m are under construction, the vacancy rate is expected to return to a single-digit level in 2025. ✔️ New mandates for return to office pose challenges for a market like Bucharest. ✔️ Most large corporations maintained their footprint and chose to perform only slight adjustments to GLA or to sublease to keep a hold on the space as primary tenants. However, they continued to increase team size while adopting work-from-home and/or hybrid work models. ✔️ In the US, more tech companies are enforcing a return-to-office policy to boost productivity; we’re expecting a policy alignment at the global level. This might prove challenging in Bucharest due to limited new potential build-outs, difficult permitting process, and land scarcity for suitable office developments until a tangible expansion of the underground infrastructure. ✔️ The competitive stock is lessening as older properties are reconverted to educational or medical use or shall be fully redeveloped into mixed-use in the medium term due to obsolescence/end-of-life Class B-/C properties. ✔️Antoniu Panait, Managing Director, Vastint Romania: “Construction of the second phase of Timpuri Noi Square, one of the few office developments currently underway in Bucharest, is progressing on schedule, with completion expected in the fourth quarter of 2026."
