The Civil Aviation Authority of Singapore (CAAS) is a statutory board under the Ministry of Transport. It provides air navigation services in the Singapore Flight Information Region. It represents the government of Singapore in the negotiation of air services agreements as well as advises on matters related to civil aviation. The organisation regulates and spearheads the development of civil aviation and plays a key role in making Singapore a global air hub.

    Singapore has signed Air Services Agreements (ASAs) with five countries at the International Civil Aviation Organization Air Services Negotiation Event last week. 🇨🇺: A new ASA with Cuba allows airlines of both countries to operate air services without restrictions on capacity, frequency, and routing. 🇰🇿: An upgraded ASA with Kazakhstan to allow airlines of both countries fly passengers and cargo to other destinations beyond our two countries, including stopover points along the way, without restrictions on capacity, frequency and routing 🇩🇴 🇸🇨 🇨🇭: Updated ASAs with Dominican Republic, Seychelles and Switzerland. This includes removing outdated regulations and allowing airlines to engage in intermodal code-sharing arrangements with land transport providers such as rail operators. The signing of these ASAs demonstrates Singapore’s continued commitment to enhance aviation partnerships with like-minded countries to strengthen our air hub connectivity.

  • To ignite passion and interest in aviation, Women in Aviation International Singapore Chapter organised the Girls in Aviation Day on 19 October 2024. Through this event, we hope to inspire more girls to pursue a career in aviation. 👩🏻🔧✈️ At this year’s event, girls aged eight to 17 had the opportunity to gain valuable insights about the aerospace and aviation industry through experiential and discovery activities at the CAAS booth. CAAS’ female Air Traffic Control Officers also shared more about their challenging yet rewarding work. 💭 The future is bright for the aviation sector. We look forward to more women joining the sector and play an active role in developing our air hub and take aviation to greater heights.

  • CAAS is glad to support the annual Race to Sustainability! organised by Gardens by the Bay. The two-day race, involving almost 5,000 school students, was flagged off by Minister for Sustainability and the Environment, Ms Grace Fu, alongside with Mr Daniel Ng, Chief Sustainability Officer, CAAS. This year's Race to Sustainability! 2024, which will run from now till 1 December 2024, features immersive exhibitions and digital experiences for the public to discover more about Singapore's sustainability efforts - think air ‎✈️, land 🛤️, sea 🌊. Visit Gardens by the Bay to learn more about what CAAS is doing to make our air hub more sustainable!

  • Earlier this week, CAAS hosted our counterparts from 11 Pacific Island States for the 13th Pacific Small Island Developing States (PSIDS) Dialogue between Chief Executives of Civil Aviation of Pacific Island States and CAAS.   • 10 Directors-General of Civil Aviation (DGCA) attended the International Civil Aviation Organization (ICAO)-Singapore Aviation Academy (SAA) DGCA Programme on Aviation Safety on 18 to 19 October 2024, in Cebu, the Philippines. 🌍✈️ Jointly developed in 2014 by CAAS and ICAO, more than 200 DGs from 113 States have attended this executive-level training programme aimed at introducing newly appointed DGs to the international civil aviation safety system and the responsibilities and obligation of States under the Chicago Convention. The latest run has been refreshed to also cover safety challenges arising from the robust growth in traffic post-COVID. CAAS is deeply honoured to jointly develop and conduct this programme with ICAO. Beyond the formal training opportunity, this programme has helped us forge new connections and deepen relationships with fellow DGs. We look forward to delivering more runs of the refreshed DGCA programme in the near future. 🙌🏼

  • On 16 October 2024, Indonesia, Malaysia, the Philippines, Singapore and Thailand signed a MOU to launch a regional aviation safety data and information sharing initiative to jointly identify safety hazards and trends and develop mitigating measures to better manage safety risks. ✍️ The civil aviation authorities of the five States have agreed to share seven categories of data and information in the first instance and on the protocols to safeguard data confidentiality. 📊🗂️ Thailand will be the data custodian while Singapore will be the data analyst for the initiative. The MOU signing was witnessed by International Civil Aviation Organization Council President Mr Salvatore Sciacchitano, Secretary-General Mr Juan Carlos Salazar and Asia Pacific Regional Director Mr Ma Tao. “This initiative is significant in having States agree to share our respective safety data and information so that we can achieve better safety outcomes for all. This would not have been possible without trust amongst the States involved, a shared commitment to aviation safety and protocols to safeguard confidentiality. We hope that this first-of-its-kind initiative in this region will have a catalytic and demonstrative effect and we can onboard more countries to work together to ensure safer skies for the travelling public.” said DG CAAS, Mr Han Kok Juan. 🤝‎✈️

  • This year's Asia-Pacific Summit for Aviation Safety held at Beijing from 13 to 15 August 2024, called for a human-focused approach to raise aviation safety standards. Aviation stakeholders were urged to prioritise the human element in efforts to strengthen safety culture. 👥 Themed "Shaping Safety Excellence: A Human-Focused Approach", the summit attracted over 500 industry leaders and professionals from across 27 countries.   • The 59th Conference of the Directors General of Civil Aviation, Asia and Pacific Region kicked off on 14 October in Cebu, the Philippines. Mr Han Kok Juan, CAAS Director-General, joined Mrs Liang Nan, Deputy Administrator, CAAC - Civil Aviation Administration of China, Mr Frank McIntosh, Deputy Chief Operating Officer, Operations, Air Traffic Organisation, Federal Aviation Administration, Captain Stanley Ng, President and Chief Operating Officer, Philippine Airlines, Mr Toshiyuki 俊之 Onuma 大沼, Senior Deputy Director General, Japan Civil Aviation Bureau, and Mr Athanasios Titonis, Chief Executive Officer, Mactan-Cebu International Airport, on the High-Level Panel on “Shaping the Future of Aviation: Sustainable, Resilient and Inclusive". Mr Han said with air passenger volume in Asia Pacific expected to triple over the next 20 years, aviation is a growth sector offering tremendous opportunities for people, businesses and countries in the region. 📈‎✈️ To seize these opportunities, countries will need to marshal the necessary political and public support to invest in aviation, be a lot more productive and efficient in what we do and better leverage collaboration amongst countries and with the private sector to pool expertise, as tripling resources to meet a tripling in demand will be difficult to do. Mr Han said that International Civil Aviation Organization serves as a force and resource multiplier and encouraged greater participation in regional collaboration, so that together, we can be ready for the future and aviation can fulfil its full potential. 🙌
