The Singapore National Employers Federation (SNEF) congratulates the members of the Alliance for Action (AfA) on Widening Access to Talent on the release of its report by Senior Minister of State for Manpower, Mr Zaqy Mohamad, at IHRP’s People Behind People Forum 2024. Ministry of Manpower (MOM) and SNEF invited National Trades Union Congress (NTUC), TACs, business leaders and industry representatives to form the AfA in January 2024 aimed at developing industry-led solutions to increase talent competitiveness across three sectors – ICT, manufacturing and retail. The AfA is led by SNEF Council member Dr Bicky Bhangu, who is also the President of Rolls Royce SEA, Pacific and South Korea, together with Ms Aileen Tan, Group Chief People and Sustainability Officer at Singtel and IHRP Master Professional. After nine months of ideating, discussing and testing potential solutions, the AfA members identified four key areas that will support employers to widen their access to talent notwithstanding growing manpower constraints: a. Leverage transferrable expertise from adjacent talent pools through skills-first hiring practices. b. Improve workforce agility and retention through skills-first workforce development to promote internal mobility. c. Increase job accessibility for workforce segments with diverse needs through job redesign, and d. Uplift HR capabilities to enable skills-first practices, and support SMEs to access HR services. MOM and SNEF will work with NTUC, TACs and the HR community to provide support to help employers adopt skills-first hiring and workforce development practices to meet their manpower demand. The Singapore National Employers Federation (SNEF) strongly endorses the National Wages Council (NWC) 2024/25 Guidelines released today. 💼📈 In support of the NWC's call for fair and sustainable wage increases, SNEF advocates for the Flexible Wage System (FWS) as a strategic approach for companies to manage wage costs effectively. We urge all employers to fully implement the FWS if they have yet to do so. 🤝 Earlier today, around 1,000 employer representatives participated in a briefing and dialogue session hosted by SNEF and the Singapore Business Federation (SBF), chaired by SNEF President Mr Hee Teck Tan. Concluding the session, Mr Tan reiterated that the Guidelines provide flexibility for employers to implement recommendations based on their business performance and prospects. On 2 October, over 100 residents and partners from the Tampines GRC and neighbouring GRCs gathered for a dialogue on Tripartite Guidelines on Flexible Work Arrangement Requests (TG-FWAR), under the PA Kopi Talk series. Moderated by Tampines Central Communications Workgroup Chairman Mr David Toh, the panel included Senior Minister of State for Manpower Dr Koh Poh Koon, SNEF Honorary Secretary Mr Edwin Ng, and National Transport Workers’ Union (NTWU) Executive Committee Member Ms Pravita D/O Nithiah Nandan. Responding to questions on whether SMEs would be less attractive to workers in view of the tight manpower crunch, Mr Edwin Ng said that in fact FWAs provide the opportunity for SMEs to attract potential employees, such as seniors and caregivers, to help them alleviate their manpower crunch. Mr Ng added that the non-formal FWA practiced by many SMEs are more flexible to meet urgent or short-term FWA needs of employees. Panelists also highlighted that the TG-FWAR is a platform for understanding and discussing work arrangements that would meet the employees’ needs without compromising of business operations and productivity.
