ENTSO-E publishes its interim report on the 21 June blackout ⚡On 21 June 2024, an incident led to a major power disruption in parts of Albania, Bosnia and Herzegovina, Montenegro and Croatia. 🕵♀️ Following the blackout, ENTSO-E set up an Expert Panel to investigate the incident. The panel includes experts from ENTSO-E, ACER and relevant system operators and regulators in the region. 📄 ENTSO-E has released its interim report. It is an important input to the investigation by the Expert Panel, who shall prepare the Final Report. 💡 ACER to decide on #hedging opportunities between the #Netherlands and #Norway What is it about? 📅 On 16 August 2024, the #NationalRegulatoryAuthority (#NRA) of the Netherlands asked ACER to decide on how to address the insufficient risk hedging opportunities at the #BiddingZone border between the Netherlands and Norway. Why is a decision needed? ⚡ The assessments performed by the Dutch and Norwegian NRAs found insufficient hedging opportunities in their respective bidding zones. Sufficient long-term hedging opportunities are important to allow market participants to be protected against price volatility risks and to mitigate uncertainty on future returns on investments. Since the NRAs could not reach an agreement, the decision was referred to ACER and the EFTA Surveillance Authority. What are the next steps? 📌 To inform its decision-making process, ACER will run a public consultation from today until 22 November (https://lnkd.in/eVDafvca) and will take a decision on the referral from the Dutch NRA by 17 February 2025. Renewables continue to displace gas generation, reducing the electricity marginal price-setting impact of gas 📢 Today, ACER published its third quarterly review of key developments in #gas wholesale markets in 2024. 🛬 Flying somewhat under the radar is the interplay of gas-for-power and #renewables, with implications also for electricity price-setting. 👉Gas-fired power generation in the EU fell by 12 TWh in Q3. 💡 Increased renewables’ output is limiting the opportunities for conventional power plants (gas and coal) to run profitably. Q3 EU LNG imports lowest since end of 2021, Russian shipments increasing share of smaller pie Today, ACER published its third quarterly review of key developments in gas wholesale markets in 2024. A key topic attracting much attention is LNG, and in particular #RussianLNG imports. ACER’s report finds: 👉USA is the main supplier of EU #LNG (accounting for a stable 45%) 👉 EU LNG imports share of global LNG market shrank to 18% from 24% year-on-year in Q3 2024 👉EU imports of Russian LNG increased between 4-5 bcm up to October 2024 compared with the same period last year. This goes against the general trend of falling EU LNG imports. This means that Russian LNG is a growing share of a smaller pie (approximately 26.5 bcm Russian LNG out of a total of 137.5 bcm imports to EU). 🏋♂️What challenges lie ahead? 👉The Russian gas transit agreement through Ukraine expires at the end of 2024, pushing landlocked Central European countries to seek alternative supply routes. 👉If gas withdrawals this winter significantly exceed those of the past two, the EU buyers may face increased competition in LNG markets to replenish stocks in 2025, potentially driving up wholesale gas prices. Weather conditions will play a key role in either exposing or mitigating these risks. 👉Several LNG production projects are currently under construction, but relief for a tight global LNG market may not be imminent. Facilities expected to deliver the first cargos to the global market in 2025 face uncertainty in commissioning and production ramp-up.
