The National Commission for Refugees and IDPs (NCRI) is directly linked to the Federal Government of Somalia’s commitment to finding durable solutions for cases of displacement.
The NCRI is an operationally independent commission at the federal level that is responsible for all returnees, refugees and IDPs, established under the Establishment Law of the National Commission for Refugees and IDPs (Law No.2 of 2016).
The NCRI, under the political auspices of the Ministry of Interior, Federal Affairs and Reconciliation, is a national institutional focal point mandated to facilitate coordination within the government of the activities relating to the recovery, protection and welfare of refugees, Somali refugee-returnees and IDPs.
The NCRI is responsible for setting up and maintaining a service-user dataset for returning-refugees and IDPs when necessary solely for the purposes of providing assistance.
One of the main objectives of the NCRI is to “formulate strategies, operational plans and programmes on matters relating to persons of concern with the assistance of the relevant governmental institutions, UN Agencies and other organisations pursuant to international standards …” (Article 5(2) of the Establishment Law No.2 of 2016).
