Confucian School district cost.

Keeping Zhou through the whole game. Confucian Schools. Love em. Suddenly around getting to the industrial era every single confucian school and research quarter suddenly costs 40 gold to upkeep????? Is it a tech? A civic? Some bizarre design choice that's never explained? Plz help

I haven´t seen that in the past. Do you have any picture with the details of the upkeep cost?
