Add "Creative" mode

It would be nice a creative mode supported with a "blueprint" library so the player can design the buildings before jumping into a new city.

Saves up a lot of micro.

I am not sure I see the need. You can make blueprints of anything you have unlocked already. If you want to design a whole set of blueprints in one go, you can load an old save, put down constructions, and immediately save them. You do not need to actually build the room.
