Social flamingo achievement not unlocking

I think I talked to everyone in Remnant town and Vestige Tribe buy I'm not unlocking the achievement. Any idea? I count 6 villagers + Vi's family in Remnant and 9 Vestige people...

if you never solved this, try talking to the Chief of Vestige after talking to everyone else, that's when it popped for me, I think because the first time you talk to him, it isn't prompted, he doesn't count unless you go back and talk to him again
