Can I use GDevelop without a paid subscription?
Yes. GDevelop can be used freely without restrictions. All the additional services are optional and not mandatory to create a game.
Isn't GDevelop free and open-source? Why premium plans?

You may have watched GDevelop for Android. It really have an awful subscription plan, but... on PC it's free.
GDevelop : Everything works the same on all platforms.
CTF 2.5: effects used on PC may not work on Android. And the effects used for Android will not work for HTML5. Because CTF 2.5 is old game engine (uses DirectX). But it is your choise ¯\_(ツ)_/¯
