The answer to the titular question is subjective.

To the first question, the answer is definitely no, it doesn't. Civ IV, V and VI are all demonstrably better than any of the previous Civs (although I do admit to having a favourable opinion of 3) I've played them all since Civ 2 and I can see how things have changed. True, some changes haven't been for the better but overall, it's a better game with far more sophisticated systems. People who think it has gotten worse usually can't get past a particular change (1UPT, the art style, city stares whatever) but I think most of us can see that, overall, it's improved in many respects.

The answer to the final question is 'to make make money'. It's a business and it will continue for as long as it makes money.

Honestly, I look at things as Civ 1-4, with 4 clearly being the best of them, being the most fleshed out. Civ 5 changed the map tiles and such, and the game changed so much compared to the previous games, it is difficult to say that it beats Civ 4. Civ 6 with the city districts was an improvement in many ways compared to 5, though the art style leaves a lot to be desired. But, it still feels like a lot of things are missing compared to Civ 4. The need to manually make religion based on a sort of combat I never cared for. The idea of there being borders that culture expands isn't quite as good as it was in Civ 4 in my opinion.

So, for me, Civ 4 has been the most well rounded for features and style. I do like some of the things that came with 6 though.

Now, the AI clearly got a lot worse in 5 and 6 compared to the previous games as well. For those who play multi-player, you don't care, but single player against AI civs, yea, there's a lot to be desired.

So, we go on to Civ 7. The idea of having to throw out our civilization because we are in a new age, and in OUR world, certain civilizations died out, so Firaxis decided that they can't be allowed to live on for the entire game through any upheavals? That strikes me as strange. I can see major events and tests that COULD cause it, but if you pass the challenges, we should be able to keep our original civilization all the way through the game. The ability to use rivers for more than just a source of water seems like it is overdue, so that one is going to be very welcome. Even the idea of ages, it's not ALL bad, so I expect it will be something that stays for Civ 8 as well, but with major changes. Art style is a LOT better for 7 than 6, that's for sure.
The developers were never able to manage to make the AI capable of handling 1UPT successfully. Had they tried, it might have been a less divisive design decision. They never really trained the AI how to attack the new city defences that accompanied 1UPT and so you could get by with having miniscule armies to fight off the AI hordes. Heck, they weren't able to get the AI to use air units in Civ 6 until late in the development either so AI has always been a weak spot of the franchise.

However, the SoD did keep the player honest, especially on higher difficulties. It wasn't subtle at all. It was just sheer brute force and the AI managed the stacks so badly that folks learned how to counter them. But you couldn't ignore the military to the extent that you can in Civ 5/6.

Don't buy it.
If someone were to post 'Buy it.' (which I absolutely would NOT recommend), you would rightly tell them to sod off and that you won't be told what to buy by some forum rando. A small number of folks might even not buy it just to spite them. It works both ways.

Answers are extremely simple.
Lets assign numbers 1-3 to your questions order they were asked.

2. IP gets better in every instalment. Every time it sells more, player play it more and makes more profit to everyone..

3. Answer in question 2.

1. To play the game. Same answer to every game purchase ever.

If you really think the series peaked with say IV or V or some ♥♥♥♥ just play that one forever, I personally have moved onto the future installment in almost every circumstance.

VI wasn't that great on day 1 but now it's incredible.

♥♥♥♥ a huge list of issues people have with the game can typically be resolved or at least alleviated with mods.

What part no? Nobody is asking your opinion or mine.

Fact is that civ 6 is biggest ever sales of civilizations. As 5 was before it and so on. So from perspective of question 2 ” Doesnt this IP get worse every time?” sales figures do not support this. It is not matter of opinion, it is fact and naturally thus follows that firaxis keep doing it because they are more and more succesful every time.

As for why buy question usually those who want to play this game buy it and those who do not want to play do not buy it.

Individually you can say ip gets worse or anything, but it has no relevance in context of the questions.
Variety is the spice of life.

It's not like they're releasing new CIVs every year. Or even every 2-3 years.

Now I do understand that in some ways, the series on the surface may look like its regressing (graphically the new leaders, smaller maps/limitations on map size, limitations on players, or an AI that doesn't always do well with the current rule set), but in general each one feels and plays (even looks) distinctly unique while still being Civilization at its core.

Nothing requires you to purchase the latest one or even to stop playing an older one. But as a business, they can't just sit back and do nothing for years at a time.
