The steam runtime has only the previous libcryto.so and you should not expect it on the user system (this is not video game core, but third party). You should link your game with the static libcrypto (-Wl,-Bstatic -lcrypto -Wl,-Bdynamic in your build script, final linking command). (I don't know why the game would need libcrypto in the first place, weird)....
