Can you even play with friends?

Is it even possible to play with friends if you both have the Steam version? You can create clubs, but you cant join them. You can invite random players, but not friends. You can convoy with randoms but god forbid if you want to play with friends it is impossible?

Waduheck, I have tried everything but seems like I need gamepass to play with friends??????

You're doing something wrong. FH5 supports cross-play between all platforms.
First of all you have to add your Steam friends to your Xbox account too. You can do this either in the Xbox Game Bar or Xbox App. After that you can use any of this apps to invite your friends to your convoy to play together.
