You can get rid of them completely by feeding them. Their food bowls are next to the greenhouse. The dog food can be found behind the Aviary. Fill the bowls and ring the bell to start the cutscene, after which the dogs will leave you alone.

To unlock the Aviary, you need to get the two halves of the metal disk that go in the Aviary door. One is in the hotel lobby, and the other is a lock box in the sewers (east basement) similar to the ones you opened to find the fuses, but needing the triangle key to unlock it.
