Im having the same issue here

hi there again, I managed to fix it by disabling reflections (setting them to static). I have an intel GPU but I guess it might work for your GPU too.

Hey, thanks for the response, yeah I did this also and it did the trick, still though I would assumed this shouldn't be such a problem given the requirements (must be a broken setting in some way)

Heck i can't play the game with my 6900xt GPU , i have invisible textures :))))

I'm gonna be honest, can't really say I can offer anything new from the your original post. Like in our case here, it was down to a bad setting and I would suggest going through all the settings turning low to high but it seems you gave that a shot. You could also check if the AMD graphics launcher and see if there are some settings on that are affecting/ conflicting with the in game settings (or you could use the AMD graphics settings to see if it fixes the game in the opposite way essentially)
