game refuses to load

i dont mean it loads then crashes, i mean it stays active, but is just a black screen, i already attempted verifying the files and it did nothing

after launching it's only the black screen, but if I press ALT+TAB - I'm able to see the title screen, none of the menu options are selectable though. I can hear the sound when mouse pointer hovers the menu item, but clicking it just does nothing. and the mouse pointer blinks constantly when moved.
