Could you try this, please?
- Right-click on the game in your Steam Library
- Go to "Properties"
- Go to "Local Files"
- Press on "Verify Integrity of Game Files"
If this doesn't work, please let me know what's your Windows version, so we can investigate further.

There's one last thing to try I got from another developer. Let me know if it works:
"The problem appears to be gone for the vast majority of players but there are still some for whom Steam's auto install does not work. It seems to be caused by broken VC Redist installation. We cannot do anything about it because it is a Windows system component, but there are two things you can do to fix it:
1. Either manually install the redist by downloading Microsoft Visual C++ Redist 2015-2019 from here:

It's the "vc_redist.x64.exe" in the Visual Studio 2015, 2017 and 2019 section.
2. Or if it is already installed, repair it by following these steps:
- Go to "Add or remove programs".
- Click "Modify" on "Microsoft Visual C++ Redistributable 2015-2019 (x64)".
- Click "Repair".
