It's the stupid Origin app. You need to download EA Origin, the previous EA client because for some stupid reason it prevents Steam Overlay and Frame Generation.

What do you mean? Bring back EA Origin to play the game? Is that even possible?

It's not really a steam game. With some kind of bridge to EA client. So no.
This is also why the achievements don't always update right away and sometimes won't register until the you quit, restart the game, and save again.
