Do vaporware games typically have active forums to mislead gamers into thinking the game is still being developed when it isn't?

I loved Starbound and I love their pixel art and music. This looks gorgeous and the 3/4 perspective makes it stand out from other cozy games. Have they been radio silent for so long that people are giving up on the game? :(
