I have each of my teachers on 80-100 teaching skills, they finished the lower level subjects within half of the 1st grade. The last subjects they are teaching is ESL Writing and Ecology which stuck because there is no more subjects to be taught. Coincidentally these subjects would need both Humanities Classroom and Biology Lab. Heck I even forced the 3rd graders to do community volunteers for entire week so they don't use other facilities.
I think I have found a solution to it though. I think I would need to increase the aspiration level for the students. As of now, my best students in both classes have 3 stars aspiration so they might not want anything to do with subjects past ESL Writing and Ecology.
It used to be not like this when the game came out last year. Classes used to teach every researched subjects wether the students need them or not. Which I think is how real life school works, heck I end up not needing trigonometry in my daily life Dahahaha !
edit
and the weird thing i just found
as we know this game have 4 type courses, any type have different courses
but if some students just pass some course, they will start learn and get progress from next level course, even their teacher never teach it.
I have invested in my science and humanities communities to 3 stars (I've written I had 3 stars on previous comment, I misremembered. It was actually 2 stars) and the humanities students started learning world history.
this game is 4 week and now winter
for normal schedule on top, they keep teach esl writing until the end of year
so for bottom, i test add human class and we will see that esl writing need 15 time class to finish

and another test
i test change to low skill teacher, result is they take more time to finish
and last test
i test up teacher skill to 900, result is they take less time to finish
Youre right, ESL Writing does take up a lot to complete. In my case since my teachers barely hit 100 skills, it takes an entire 4 weeks for ESL Writing from second grade until they graduate school in third grade. At this rate I'm not sure if I even need more advanced subjects !

for your more advanced subjects
if some students just pass some subjects like that esl writing or ecology, they will start learn and get progress from more advanced subjects, even their teacher never teach it.
you can check in student menu and see what subjects they already learn
