They are buffing the low skilled players, keeping the average players as is and nerfing the higher skilled players to create a 'Manipulation of 'EQUALITY '. The only way they can manipulate the players to keep a similar in game K.D, if you are playing people of different skill Lv is alter; Desync, Damage, Health, spawn's.
Anyone that denies their are cheats, are usually suspected of cheating themselves and supporting cheating. I guess you don't read the gaming sites much about how bad the cheating is?

Activision publically states in their blog they use SBMM. SBMM matches players closer to their skill level by putting each player into a class. This is explained in their whitepaper.
Clearly it's not secret. I appreciate some players have a preference for random match-making, but the idea that SBMM is rigged is factually incorrect. Putting players into harder lobbies is NOT rigging.
SBMM is used in most sports where 'players' are seeded based on their past performance. Example includes FIFA World Rankings.

There is a lot of conspiracy theorist and COD haters that claim variants of skill based damage despite overwhelming evidence. The research patents Activision have explity said are not in the game.

Call of Duty can't technically return to the old match-making due to cyber security. The world has changed. For example, the original CODs allows third-party game servers to directly run exe's on your computer in the background.

You can win most games in COD, if your good enough. The best players study the game intensively.
