I found logging out of Windows and signing back in helped, Not exactly sure what the issue is because I also tried first to "always run in admin mode" via properties>compatibility on the EXE. Also can try running it in Windows Vista mode, but made no difference. Took a poke around to see where the issue might be, but unsure. I'm just assuming some background process is causing a fuss and stops it from launching, some people claim antivirus may cause problems as well. Good luck!
