Because all Eutechnyx ever made most of the time was sports or racing games, such as Big Mutha Truckers and Pimp My Ride.

If I remember correctly the game was cancelled back in 2009. Then suddenly it pops up one day (in 2013, I think) in a state that leads one to believe that it wasn't developed any further.

Having said that, I bought it, and it isn't completely awful. I'm still missing the DLC though and would love to get it some day.

It was too great that if it were on the store on Half-Life 3's release, everyone would be playing this game instead.
