Poor Performance With Good Hardware?
To preface, I've played this game on this exact rig in the past...but for some reason now I get terrible performance.

6950XT
136000k
32GB

-I get, at max, about 63 FPS. I get that frame rate no matter what resolution I play at, and no matter what settings. Maxed out at 2k reso = max 63 FPS; all settings at 'low' and a reso of 1080p = max 63 FPS.
-No change with or without v-sync
-no change with out without FMF, or ASR

-GPU utilization in-game rarely goes above 40%
-In-game metric overlay - "micro stutter' is always between 20 and 40

Playing via the EA app (I know) as this game is offered through game pass right now. Not sure if platform makes a difference in that respect.

Hoping folks still play this game from time to time and can offer some suggestions here. This is probably the 6th game that I've had bad performance issues since buying this GPU. Kind of frustrating.

its a bug, set a custom frame limit
only having 40% GPU utilisation is your issue. When GPU limited your GPU utilisation should be 99% pretty much all the time.

As for what's causing your GPU utilisation to be that low, I don't know. I would try and test your GPU in another PC setup if you can, and see if it still behaves the same.

See if the GPU temps are normal and if your GPU fans are still working correctly, as the GPU could be thermal throttling more than normal.

Check that the power connectors are fully connected, and that the GPU is correctly seated in the PCIE slot.

I add the same happen in a another cryengine game, it looks like the GPU fails to somehow detect the game and doesn't get out of power saving mode. But strangely it doesn't happen with all Cryengine games, I only add that happen in one, The Land of Pain to be exact.
In my case I was able to solve it, by turning on driver features using the ingame overlay, until one of them somehow activated the GPU, I think it was radeon chill that did it but unfortunately I'm not 100% sure, i messed with many of them.
