Playing on a permanent savefile might make it more difficult/slower to build everything, since it makes forming alliances more difficult and disables save scumming. However, it also greatly depends on what happens during gameplay, which buildings are built and when, how many (if any) alliances you have, if you have gotten resource production support through some of the very special main events, etc.
It seems to vary a lot between players, since some have built everything by year 4 or even 3 and have hoarded resources by the end, which isn't ideal. Such outcomes also greatly diminishes the impact of resource production gained by alliances and the very special main events. That's why we will change the not-easy-mode's initial resource production for wood and stone from 5 to 2 in the next update. However, the resource production in easy mode isn't changed (it remains at 10 for both).
