It is but being evil is way harder than being nice.
Also you can't be smart evil ruler. It's more about being homicidal devil-worshipping brain damaged maniac.
I tried to play like that but ended just getting evil achievements and abandoning this savefile.
If you want to get more evil deeds, try this:
execute all the ppl you can no matter if they deserve it
when evil events pop up, choose the most evil way to complete them (kill as many people as you can)
when shady masked guy asks you to sell one of your people,go for it
raise taxes
And the most important evil deed ofc will be giving poop presents

Disappointing, since being an evil tyrant is generally supposed to protect you from assassination attempts (since you ramp up security so much and basically kill them before they kill you).
Too bad you can't be an intelligent enlightened tyrant. Historically that is supposed to be one of the most efficient ways to govern, so much so that the Enlightenment philosophers even advocated for absolute monarchy as the best system of governance, provided the monarch is intelligent and well educated. (Might have had something to do with said monarchs paying their lavish bills, lol).
