OpenMW or both the Morrowind Code Patch and MGE XE. If you're not looking to use a mod that requires MWSE or if you want to do multiplayer, get OpenMW.

In order: Install MOP, then PA, then MET, and then PA's optional MET textures.
For content I'd chuck on either Tamriel Rebuilt or Morrowind Rebirth.

what happen if after you downloaded all non openmw mods like in nexus the one you showing here but you want to switch to openmw, do you need to uninstall all the mods? before switching to openmw.
No. OpenMW doesn't need mods to be specifically built for it. OpenMW offers an alternative method of installing mods, but if they're already installed you'll just have to use it's launcher to enable them (and to play the game with OpenMW).
You will have to start a new game however. Vanilla and OpenMW saves aren't compatible, but you shouldn't be modding existing saves in general anyway.
Personally I used MGSO: the Morrowind Graphics and Sound Overhaul. It drastically updates the game's graphics and makes the environments much nicer looking, and has a lot of options to choose from. Morrowind Comes Alive is another great environmental one that doesn't really change anything but the aesthetics, it adds a lot of environmental NPCs that don't affect gameplay (it has options for bandit raids on towns and stuff too, which you can turn off but it does add some dynamic situations that will come up occasionally).
A couple mechanics changing one I like: There's one that adds the ability to equip a 3rd magic ring (forget the name), but only ones that cast spells (no constant effect ones). This is very convenient when you're at mid-end game and already running 2 constant effect rings. The other is one that moves the Scamp to the Caldera mages guild for much quicker access and gives him the ability to buy anything, not just specific items - he's a very useful bank at the very least.
No matter what mods you get - RUN DISTANT LANDS LAST! This is because it draws distant statics when its generating, so any mods you get after generation will not show in the distance and you'll experience pop-in or textures changing as you get closer. You can re-run distant lands generation after getting new mods, but it takes a few minutes to do each time and is just worth doing at the end instead.
MGSO should be avoided like the plague. It's an un-optimised, buggy, outdated mess.
Even the pack's original creator has distanced themself from it.
I've heard this before (in fact, it was probably from you), yet have 300 hours with it with no issues, so idk where it keeps coming from - but you do you lol. To be fair I've installed a lot of other mods that most likely fix many of the issues people have with it.
the only bug fix i use is Idle Animations Fix to stop the NPCs from drifting away from their areas (you can permanently lose the Ald'ruhn guild guide otherwise, since they can fall out of bounds)
but otherwise i love the vanilla game and have no game breaking bugs, freezes or crashes
i just need to avoid fortifying my personality - since that can cause NPCs to have negative disposition if you first meet them with the buff in place
It's not an issue of the included mods being bad, it's the included mods being years out of date. They're still full of bugs, needless performance drains, far more prone to crashing and using long outdated if not outright abandoned methods.
Recommend you find the bits you like from it, the 3rd ring for example is from the Morrowind Code Patch, and get the updated and fixed versions.
