Where can I set VSYNC and other Graphics settings?

It seems this game doesn't support Cloud Saves, which is a bit of a bummer. Can that please be patched in? I'm pretty sure Maretime Bay Adventure supports it

[TINY SPOILERS AHEAD] I am at 97% completing the side quests, however I don't seem able to finish them. 2 ponies want the Heart Eyes Emoji 2 ponies don't seem to exist The rest are completed.
