It's based off gambling, it is literally hands of poker, and while there is no "money" involved, there is an in game currency that goes up/down based on hands played, cards brought.

In that case we need to report every other game that contains in-game currency and the option to gamble with it to PEGI so they can put 18 ratings on all of them. Final Fantasy 7 has a whole casino in it

Grow up, PEGI. That caused the game corner in the old Pokemon games to go extinct.

Ehh. it was not that big loss anyway. almost nothing that game corner was worth it.

This is complete nonsense, you can distill any video game down to gambling with this perspective. Ability points, XP, any other game that has numbers you accumulate and spend to potentially better your playing field.

The fact it has cards and poker hands is not what makes it gambling.

Its a poker game with poker rules. Poker is a form of Gambling, and in most countries, gambling is forbidden under 18. Sure you don't play with real money (not using or winning) but it can easily lead to look for other similar games with poker, that then involves money and daddy's credit card.
