where is everyone? do the majority of people play offline?

great question.
looking at steamcharts, I agree, I rarely find tons of packed servers, but there is a bunch.
pretty sure the charts chart people RUNNING the game in steam, not just the online people, but I don't know for sure

there is more than you can see.
but making a server in this game is really crappy and maybe the majority plays offline.

The issue is AC is a mod heavy game. In order to race online, everyone needs to have all the same exact mods.
You'll find most online racers at ACC, iRacing, rFactor, Le Mans Ultimate....

there is a community with 22000 recorded participants, id guess they and others like them do not appear in the general server list. joying a game is trough 3rd party software.
