I think the reason is the broadcom BT driver used by base stations to connect to the link box was never signed for win 11's new security feature. You could do manual BS power. You do not need to do base station firmware updates, but if you want to, you could use a USB cable.

Prior Fixes seen for Bluetooth not working on win 11,

Note that Bluetooth is only required for the power management features of the base stations. They function without it, but will not turn off automatically.
