The difficulty gap between AB+ and Rep is immense, so it would be reasonable to have a bunch of good items unlocked from the start.
Unless you're a masochist like me and you start a totally fresh save file in Repentance
The difficulty gap between AB+ and Repentance is very miniscule in normal mode. You will only really feel the difficulty jump if you have been playing hard mode the whole time, since the vast majority of difficulty tweaks are hard mode exclusive. From my experience, I haven't really been struggling much more than I did in AB+ and have a similar win loss ratio. The main difference I have noticed is a much larger amount of "middle of the road" runs, whereas in AB+ I felt like I either got hilariously overpowered or had practically base stats with no useful items by the end of the run. Now most runs are "I get fairly strong but still need to focus in the endgame." Otherwise, in Repentance the main route is fairly easy with most characters and the alt path while a bit harder only really bares its teeth in the Mausoleum floors and the boss fights in the Corpse, with Downpour and Mines not posing much of a threat.

As for the dailies, they were buggy at first, then they were fixed later on in Afterbirth+ and now they are back to being buggy again. Genius design. I definitely think that they should wait for the next big sale as Repentance might be discounted and will hopefully get more patches until then.
Bugs aside, he should also wait until Jacob and Esau get removed.
