Bow attack does not charge?

I have upgraded the bow attack and I'm trying to use the butterfly bow but holding down LT (I'm playing with controller) after selecting a taret doesn't do anything. Am I missing something here?

You unlocked the ability but you have to equip it too, otherwise it won't work. It's the same menu as the tsuba-guard abilities.
