The two that are usually recommended (though admittedly are still fairly different) are Rune and Blade of Darkness. Rune is more action based and flows quickly, while Blade of Darkness is strategic and follows a more careful pace.
Both are available on Steam, although for Rune you might want to either download the Rune Extended mod or purchase it from GoG, which includes both the newer 'Classic' version and the original full-length Gold version.
Also I'd say check out Starbreeze's older games made using the same engine. They're fairly different from Enclave but all share a bit of the same feel and history!

very different but if you like how Enclave feels gameplay wise this will please you.
Also I didn't specifically mean game with two campaigns, just games that gave the same vibe or feel i suppose.
The closest thing is Blade of Darkness.
The Steam version of Blade of Darkness is pretty much a remaster at this point. They have added 4K graphics updates, controller support, and Steam Achievements.
otherwise, custom quake 1 maps get close to this.
