That would be the hex cast by the Cultist Sorcerer (the guy with the staff and red robes). You either have to disrupt him (kill or hit him) or dodge it with good timing.

To dodge it, you need to use something that grants you invincibility, such as dashes, specific weapon abilities, potions that grants invincibility, or be mid-air from using a jump pad.
