Main menu, literally the option called "Character Pool". All the troops you saved to it are in there, you can modify them if you want or even make more.

Down the bottom of the list is an option for how often they turn up in game. Not at all, 50/50 them and new people and, the option it sounds like you want, only people from your pool.

A note about the last two options. Once the game has run out of people from your pool to add to the game it will go back to randoms.
And when I say "adding to the game" each month the game adds 10 more people to the list of possible recruits and this counts as them being added to the game.

If you want to still be able to find your own people out in the world at random beyond the first month.

The closest option to that is also in the character pool, right next to the other option I mentioned. If you have the Anarchy's Children DLC there's an option for how often it will turn up on your troops, again split between all, 50/50 or none.

If you want something more in depth, mods. You're going to need mods. I'd probably start with what the other guy said, I only glanced at it but it looked promising.
