All of the spirits marked on the map + 1 special from the quest are available. I think that left you at 9 (it was one less than you needed for the last level up the spirit anchor upgrade)

Correct, like glass zebra said, there are 9 total in the demo and they should be available on your map!

Since in the demo the spirits where always at the same locations, was it intention to place three wind spirits but only one water spirit, when fire and earth have two available?

We had some different iterations where there were more / less etc and it ended up in an uneven number, which we don't love :) I think we'll look at this in the future!

It seem you can get the special one multiple times and and the last spirit anchor update that way.

You can actually have many times the spirit of Ocean (by crafting the offering and taking down the golem), wich allow you to get a second Spirit Anchor :)
