Is this a linear game with the same missions in the same order, or is it a sandbox with randomly generated missions that plays differently everytime you play it?

I tried to complete this achievement as an assassin by killing with a sword, but it never triggered, despite killing over 20 people. Does zero alarm but the authority was alerted already mean that the attempt is failed? Please any advise how to do it.
