Do I need to subscribe to EA Play?
This is in a bundle for the Summer Sale. If I buy the bundle, do I need to subscribe to the $5.99 / mo EA Play?

Thats specifically why I bought on steam. Bypasses that cash flow problem to EA for this particular game.

It was free until EA bought it (Origin) last year sometime. Then tried to charge me 10 a month to play the old game. Waited for steam to release it which they did.

Subbing in money is a parasitical economy for something like a 21 year old game. Save your money.

There are simply two ways to get the games on Steam. One is to subscribe to EA Play, and you'll unlock it along with all the other EA games, while your subscription lasts. The other is to actually buy the bundle, and own the games forever.
