"Cooler" weapon mod display bug?
This level 1 "Cooler" mod is supposed to increase the weapon's attack speed by 40%.

My Flamer weapon originally has 0.28 attack speed. After equipping the cooler, it becomes 0.392. The value should be lower instead of greater.

I'm not sure if this is just a display bug or does it have a real effect.
