It states that it runs on Win 7. It doesn't say you need to play amateur hacker in order for it to do so. Some of us expect a product to perform as specified when purchased. That used to be a big selling point for me with Steam, you were fairly confident you weren't going to get ripped off. Now I always check the forums even if it says my rig should run it and if anyone seems to be having problems I avoid the purchase.
Steam is letting everything through with very little quality check
I wish it wasn't that way, as a developer it keeps me awake at night knowing that a percentage of people that try to play my games won't be able to and my product will be judged for it.
To help out with this game you can fix everything in just 2 minutes, both fixes at once.
Go to computer/local disc (C:)/Program Files(x86)/Steam/SteamApps/Common/Hard Truck Apocalypse/data
Then to fix the resolution open the config file. Use Control-F to open the find box. Type in R_Height and click the next box to highlight the code. Change the number to you desktop resolution, most common being 1080, but double check. Next in the search box enter r_width and enter the other resolution value, probably 1920. Now save that config file in the top left corner and close it.
Now open the folder labeled Video. Delete all of these files. Now close out of all of this and relaunch the game.

If I were STEAM, I'd be enforcing some key rules about truth in product labeling.
