resolution and screen centre is broken
For some reason the games resolution and center of the screen are far off from where they're supposed to be and nothing in the setting helps me fix this. I can't play if i can only see the top left of the screen :(

-browse local files
-right click TITAN dot exe
-proprieties
-compability tab
-click a button that says something about high DPI compability settings
-check both boxes in there, make sure to select 'application' under the last box
-apply and relaucnh gam

4K is broken on GOG version - no menu settings are displayed properly but 1440P seems to fix it. GOG version already has the compatibility DPI override set.

Its really broken at 4k.The solution of Deachuu works partially as it allows setting the resolution to 4k, but it comes with a lot of artifacts and things not showing up right in my pc. Setting to 1440p as Bavanity said and configuring windows to scale things to 100% made it work righ whith no bugs for me.

I found out a way to fix it!
So, the issue appears to be firstly because of the broken 4k resolution in the game at all, and automatic windows scaling, that weirdly affects the resolution.

Firstly, you need to:
-Right click the game's .exe file and go to properties
-Go to compatibility tab
-Configure high DPI settings
-Check both boxes
-Apply

After this, you need to:
-Change the game's resolution to 1920x1080p or 2560×1440p
-Uncheck fullscreen mode

You will also need some scaling software. I used "Lossless scaling"
-Go to the scaling software
-Choose "Aspect ratio" scaling mode
-Choose "Nearest Neighbor" scaling method
-Scale the game
