My understanding is that the free weather engine FSXWX is also either now broken or it requires some workarounds to enable in the sim. You may have more luck with Lorby Live Traffic. Quoted from a similar thread:
I've used Active Sky 16 for years. It is the most recent and final version of HiFi Simulation's weather engine for FSX; I recommend AS16 instead of AS Next unless you only buy addons through Steam.
REX SkyForce 3D is a competitor to Active Sky, and they work about 90% similar to each other. REX is better if you want a package that includes new cloud models and textures. Active Sky is better if you want an in-game weather 'radar' panel. Active Sky is also designed to integrate with a separate textures program called Active Sky Cloud Art. If you have a spare $100, you can use all three products simultaneously:
