Can I buy on NG all spells and miracles from NPC without leveling up in covenants?

Flat answer: No. You'll have to either go to NG++ or rank up both the Brotherhood of Blood and Blue Sentinel covenants to Rank 3 (don't do that, it's way slower) in order to get their respective spells.

In addition: No matter what, you will also need to get the Warriors of Sunlight to Rank 3 (do jolly coop or farm sunlight medals) and the Bell Keepers to Rank 2 (do covenant ring PVP and/or farm the Mad Warrior in Belfry Sol).
